Official recognition for everyone affected by the Armed Forces LGBT Ban.

If you were affected by the Armed Forces LGBT Ban between 27 July 1967 and 11 January 2000, you can apply for Non-Financial Restorative Measures, including an official letter of apology, a replacement beret and/or cap badge, a restoration ceremony, an Etherton Ribbon and other restorative recognition.

These measures are available whether or not you apply for a financial recognition payment.

How to apply.

Applying for non-financial restorative measures is straightforward and can usually be completed in just a few minutes.

You’ll complete a simple tick-box questionnaire that asks which restorative measures you’d like to receive.

If you were dismissed or discharged because of the Armed Forces LGBT Ban, you can apply for the Dismissed or Discharged Payment within the Financial Recognition Scheme.

I was impacted in other ways.

If you experienced harassment, investigations, disciplinary action or were otherwise affected by the Ban, you can also apply for the Impact Payment within the Financial Recognition Scheme.

Frequently asked questions.

Who are the schemes for?

The Schemes are for people who:

  • served in HM Armed Forces during the period of the Ban: 27 July 1967 to 11 January 2000
  • and were affected by the Ban on LGBT personnel whilst serving in HM Armed Forces.

What are the two financial payment routes?

There are two financial recognition payment routes:

  • Dismissed or Discharged Payment for those dismissed or discharged because of the Ban.
  • Impact Payment for those who were affected in other ways, for example, experienced harassment, investigations, disciplinary action or other forms of mistreatment.

What are Non-Financial Restorative Measures?

These are official forms of recognition available to everyone affected by the Ban. They include official letters of apology, restoration ceremonies, replacement military items and more.

Is this a compensation scheme?

No. The scheme is a form of recognition for the harm caused by the Armed Forces LGBT Ban. It is not a compensation scheme.

Can I apply on behalf of someone who has died?

Persons of Sufficient Interest can apply for Non-Financial Restorative Measures on behalf of a deceased affected veteran, however, the Financial Recognition Scheme is only intended for those who were directly affected, so applications can only be accepted for living veterans or personnel.

Are there any restorative measures being extended for pre-1967 veterans?

What if I don’t identify as LGBT but was affected by the Armed Forces LGBT Ban?

The scheme is open to anyone who was impacted by the LGBT Ban, regardless of their actual sexual orientation or gender identity. This means that veterans or personnel who experienced mistreatment under the policy due to the perception of others are able to apply.

Why wasn’t I contacted directly?

Because of the time that has passed and the way records were kept, it isn’t possible to identify everyone who may have been affected. That’s why the scheme is open to applications from anyone who believes they are eligible.

When do applications close?

Applications close on 12 December 2026 at 11:59pm. Applications can take a few days, or possibly longer if you choose to attach supporting documents, so try to give yourself as much time to complete your application before the deadline.

How do I apply?

The application process depends on which scheme you are applying for:

  • Financial Recognition Scheme (both Dismissed or Discharged Payment & Impact Payment): apply online through Defence Gateway or request a paper application form.
  • Non-Financial Restorative Measures: complete the relevant online form, either for yourself or on behalf of a deceased next of kin or loved one.

    Support is available if you are unsure which route applies to you or need help completing your application.

Can I save my online application and come back later?

Yes. Your online application is automatically saved, so you can complete it at your own pace. You can also make changes to your online application within 2 weeks of submitting it, up until the application deadline on the 12th December.

Can I apply using a paper application form?

Yes. If you’d prefer not to apply online, you can request a paper application form from the MOD Veterans Services who will post one out to you with a Freepost envelope.

Do I have to write a written account of what happened to me while serving under the Ban?

If you are applying for the Dismissed or Discharged Payment Scheme you do not have to provide a written account or testimony unless you choose to do so. It is not mandatory for the assessment of your application.

If you are applying for the Impact Payment Scheme then you will need to provide a written account (testimony) of what happened. We understand that this can be a difficult experience and encourage applicants to seek support when putting your testimony together. The below organisations have trained advisers to assist you with this:

What should I include in my written account?

When writing your testimony, detail the experiences you had as a result of the Ban while you were serving. Take your time – there is no rush to complete your application. Many applicants choose to fill-in their application over multiple days rather than trying to complete it in one go.

What evidence do I need?

You do not need to provide any evidence, but please include as much detail as possible in your written account when applying for the Impact Payment. If you do decide to provide evidence, include it with your application. Your service records will also be considered as part of the assessment.

How will my application be assessed?

The way your application is assessed depends on which payment you apply for.

  • Dismissed or Discharged Payment: Your application will be assessed by trained civil servants using your service records and any supporting evidence you provide. If you’re eligible, you’ll receive a flat-rate payment.
  • Impact Payment: Your application will be assessed by an Independent Panel, separate from the Ministry of Defence. They’ll consider your service records, written testimony and any supporting evidence to understand how the Ban affected your service. Payments are made at different levels, depending on the impact experienced.

Can I apply for more than one payment?

Yes. Depending on your circumstances, you may be eligible to apply for both payment schemes. Also, anyone affected by the Ban can apply for non-financial restorative measures.

Do I need a lawyer to apply?

No. Most people can apply without legal representation. If someone lacks the capacity to apply themselves, a legal representative can apply on their behalf.

I already registered my interest in Non-Financial Restorative Measures. Do I need to apply again?

For financial recognition, yes. Registering your interest helped inform the design of the schemes but is not an application for a financial recognition payment.

If you believe you’re eligible, you’ll need to complete the relevant application.
You do not need to apply again for Non-Financial Restorative Measures.

Can I make changes after I’ve submitted my application?

Yes. You can make changes to your online application within 2 weeks of it being submitted, up until the application deadline on 12th December 2026. After the 2 weeks, if you need to make changes, please contact the Financial Recognition Scheme team at: LGBT-FRScheme@mod.gov.uk. Once the application deadline has passed, no changes to applications can be made.

What if I can’t remember my service dates or details?

You can still apply. If you don’t remember all of your service details, your records can usually be identified using information such as your date of birth and National Insurance number. If more information is needed, you’ll be contacted.

Will applying affect my benefits?

No. Financial recognition payments are exempt from income tax and will not affect means-tested benefits.

Can I appeal if my application is unsuccessful?

Yes. There is an appeals process if you believe a decision has been made incorrectly. You can appeal your application online or request a hard copy form from the MOD Veterans Services.

Will applications from terminally ill veterans be prioritised?

Yes. Applications from terminally ill veterans will be expedited where supporting evidence is provided. More information is available here.

How will I know what’s happening with my application?

If you apply online, you can track your application’s progress through the online system. If you apply by post, you’ll receive updates using your preferred method of contact.

What happens if my application is successful?

You’ll receive a decision letter explaining the outcome. If you’re awarded a financial recognition payment, you’ll be asked to confirm your acceptance and your bank details before payment is made.

How long will it take to receive a payment?

The time it takes to assess an application varies depending on the type of payment you’re applying for and the evidence needed to support your application.

You’ll be kept informed throughout the process, and will receive updates as your application progresses.

Will my application be confidential?

Yes. Your application will be handled confidentially and only shared with those involved in assessing your application.

What support is available?

Support is available from three different organisations to guide you through the application process. Trained advisers from Fighting with Pride, Royal British Legion and MOD Veterans Services can answer questions, explain the schemes, help you understand what you may be eligible for and support you in putting your application together.

They offer online, phone and in-person support should you need practical assistance.

What if I’m not sure which scheme applies to me?

Can someone help me complete my application?

Yes. Practical support is available if you need help completing your application, either over the phone or, where appropriate, in person. You can request support from Fighting with Pride, Royal British Legion and MOD Veterans Services.

What if I don’t have all my documents?

You do not need your service records to apply. Your service records will be collated and considered as part of the assessment process. The following support organisations have trainer advisers who can provide you with guidance on writing the necessary evidence:
